In 1996, Congress expanded the Racketeer Influenced and Corrupt Organizations Act (RICO) to include violations of federal immigration law. While this expansion may not have received much publicity, it could potentially change the face of U.S. immigration law enforcement. Under the new RICO provisions, a violation of certain provisions of the Immigration and Nationality Act (INA) meets the definition of racketeering activity, also known as a "predicate offence," and an entity that engages in a pattern of racketeering activity for financial gain can be held both criminally and civilly liable. Among other things, the INA makes it unlawful to encourage illegal immigration or employ illegal aliens, which violations were included as predicate offences under RICO.
After discussing several such lawsuits already filed against large-scale employers of illegal aliens, the paper concludes:
The inclusion of INA violations as RICO predicate acts in the 1996 immigration reform act was an attempt by Congress to provide private citizens with recourse in the face of widespread disregard for immigration laws. Now, citizens and businesses are beginning to avail themselves of this powerful new tool, and, if the intent of Congress bears fruit, the results could represent a drastic change in immigration law enforcement in the United States, based on private interest as opposed to government enforcement. Vicious Aliens Riot In Napier Barracks In Folkestone [

Nor need we look very far to explain the pressure on schools, hospitals and GP surgeries which millions of us have experienced first-hand in most parts of the country. The decade that saw a population increase of 6.6 per cent was also a decade of austerity and government cutbacks.....
According to separate Home Office statistics, visas were handed out in profusion in 2021 — 432,279 for students, 280,776 for family visas and 239,987 for work [ 953,042 in toto, just short of a million - Editor ]. Overall, EU migration has declined sharply as a proportion of the whole since Brexit, while non-EU migration has risen very significantly.
What strikes me as odd is that there has been almost no public discussion about apparently soaring levels of legal immigration, given that before the EU referendum in 2016 there was so much agonising over the issue........
Would it be too cynical to suggest that the
Government welcomes the kind of displacement that is taking place? People are
encouraged to believe that it is grappling with the problem of the Channel
crossings while it is, in fact, ignoring the more alarming wider picture.
